2. Priorities

This video explains the three core priorities for managing an active shooter incident: threat, rescue, and then clear. The instructor walks through how contact teams move toward gunfire and active intel to stop the attacker, why rescue of the wounded must begin as soon as law enforcement establishes warm zones (even before the entire site is cleared), and how additional resources can simultaneously secure areas for rescue and begin systematic clearing. By keeping criminal and clock in mind and using this fixed priority order, agencies reduce confusion on scene, cut time to care, and save more lives.
